Chief Minister attended UTTARAN Program

Sonowal attended 'UTTARAN' (Urban Transformation through Administrative Reforms and New Approach), a state level Workshop of the Chairpersons and Vice Chairpersons of Urban Local Bodies (ULB) of Assam at the Administrative Staff College in Khanapara, Guwahati. The Workshop is aimed at creating awareness among the elected members of the ULBs about the ongoing schemes, programmes and missions under the Directorate of Municipal Administration and Directorate of Town & Country Planning to chalk out effective strategies to implement various programmes of the government.

With a total urban population of 43.89 lakhs (as per 2011 census), coming to 14 % of the state population, UTTARAN focuses on the implementation of strategies with special reference to the role of the Urban Local Bodies. The programmes with special focus will be the Swachh Bharat Mission, National Urban Livelihoods Mission and the Prime Minister Awas Yojana. Some other issues discussed include Service Level Benchmark, realization of own taxes of ULBs, duties of ULBs, financial management system in ULBs and submission of Utilization Certificates.Assam government is also planning to introduce Urban Administrative Service, Urban Engineers and Planners Service and Urban Finance and Accounting service within 6 months
